The Hazlewood Act is a State of Texas benefit that provides qualified Veterans, spouses, and dependent children with an education benefit of up to 150 hours of tuition exemption, including most fee charges, at public institutions of higher education in Texas. This does NOT include living expenses, books, or supply fees.
First Time Applicants
To apply for Hazlewood benefits students must submit:
- Online Veterans Educational Benefits Request Form
- Texas Hazlewood Exemption Application
- Certificate of Eligibility for Federal GI Bill® benefits (COE) - Required for veterans who served after September 11, 2001.
- Certificate of Separation or Discharge (DD Form 214) - The copy provided must be legible and contain place of entry, home of record at the time of entry, character of service, length of service, and dates of service.
- Benefit Utilization Memorandum of Understanding (required for veterans only, not spouse/dependents.)
- Registration with the Hazlewood Student Hours Online database - Once registered, log in and print the Account Overview page (even if hours show zero) for the school.

Legacy Act Applicants
For Veterans Transferring Unused Hours to an Eligible Child, applicants must submit:
- Texas Hazlewood Exemption Application
- Certificate of Separation or Discharge (DD Form 214) - The copy provided must be legible and contain place of entry, home of record at the time of entry, character of service, length of service, and dates of service.
- Certificate of Eligibility for Federal GI Bill® benefits (COE) - Required for veterans who served after September 11, 2001.
- Relationship documentation.
- Registration with the Hazlewood Student Hours Online database - Once registered, log in and print the Account Overview page (even if hours show zero) for the school.
Spouse/Child Applicants of 100% Disabled or Deceased Veteran
Students that are the spouse or child of a deceased or 100% disabled veteran must submit:
- Texas Hazlewood Exemption Application
- Certificate of Separation or Discharge (DD Form 214) - The copy provided must be legible and contain place of entry, home of record at the time of entry, character of service, length of service, and dates of service.
- Certificate of Eligibility for Federal GI Bill® benefits (COE) - Required for veterans who served after September 11, 2001.
- Relationship documentation.

Returning TVCC Students who wish to renew the Hazlewood Exemption Application
To renew a previous application, submit the following:
- Texas Hazlewood Exemption Application
- Registration with the Hazlewood Student Hours Online database - Once registered, log in and print the Account Overview page (even if hours show zero) for the school.
- TVCC Request for Certification this must be done every semester after registering for classes.

Please remember that applications must be resubmitted each academic year, beginning with the fall term. Supporting documentation need not be resubmitted annually unless there has been a change in VA benefits status.
