SALARY: $121,915 - $134,106

EDUCATION AND EXPERIENCE QUALIFICATIONS:

EDUCATION REQUIRED:

Master’s Degree or equivalent degree/certifications in conjunction with 12 years’ experience in a qualified field

EDUCATION PREFERRED:

Doctorate

EXPERIENCE REQUIRED:

Five (5) years’ work experience in the area of higher education involving supervision of personnel, knowledge of facilities management, Safety and security, strategic planning and accreditation, and transportation & logistics.

RESPONSIBILITIES:

  • Direct and oversee strategic and operational activities, initiatives, and projects for the college.
  • Maintains responsibility and oversight of college operations of campus facilities, safety, security, risk management, transportation & logistics, planning, design and construction, and comprehensive support services, as well as strategic planning, effectiveness, and accreditation.
  • Oversees contract(s) with security provider(s), custodial and other operational contracts and facilitates communication and cooperation with college personnel.
  • Provides leadership in identifying, developing implementing, monitoring, and revision of policies and procedures relating to the College’s campus facilities, safety, security, risk management, planning, design and construction, and comprehensive support services.
  • Provides exemplary leadership to management team including prioritization, direction, development, and assessment of assigned areas.
  • Responsible for compliance with college safety and security policies and works with the campus community regarding safety training, emergency drills and other activities.
  • Responsible for developing and implementing risk assessment plan for college.
  • Actively participates as a member of the College threat assessment team.
  • Oversees policies, leadership duties, strategic planning, establish guidance, protocols, and procedures.
  • Oversees all personnel actions, including interviewing, selecting, training, and evaluating of all directly and indirectly supervised personnel and contractor.
  • Responsible for assessments, reviews, and self-inspections. Analyzes and interprets results, recommends appropriate corrective actions, communicates results, and follows up on issues or concerns until completion.
  • Keeps abreast of changes to laws and regulations that impact the organization.
  • Oversees insurance coverages and communicates policy and procedure changes to appropriate users.
  • Oversees the designs, directs, and coordinates risk programs of TVCC to control exposures and minimize loss.
  • Serves as a liaison with Federal, State and Local agencies for the College.
  • Responsible for college-wide compliance with all Federal, State and Local laws, ordinances, and codes relating to the operation and safety of facilities and staff; assures mandated inspections and repairs of fire safety/suppression systems and other such systems are completed, as required.
  • Oversees all maintenance programs relating to the interior and exterior conditions and appearance and operation of the facilities.
  • Prepares bid specifications and participates in the selection process.
  • Oversees the development, preparation, and explanation of the annual departmental budget, and business plans, as determined or assigned.
  • Develops and maintains strong rapport with faculty, staff, and students to elicit feedback for continuous improvement ensuring organizational effectiveness.
  • Maintains records and files; monitors feedback to assure customer satisfaction and identifies service improvement ideas.
  • Completes all required training and professional development sessions sponsored by TVCC.
  • Supports the values and institutional goals as defined in the College’s Strategic Plan.
  • Participates in the development of functional unit-level outcomes, monitors assessment of those appropriate outcomes, and assists in the development of plans of action for improvement based on the assessment of those outcomes.
  • Participates in the process for systematic review and evaluation per the institutional effectiveness model adopted by the College.
  • Establish and cultivate relationships with key stakeholders of the college including industry leadership, business representatives, community officials, and local government organizations.
  • Create and execute a strategic plan for the position to align with leadership’s strategic objectives and goals to drive key performance metrics for the role.
  • Connect community needs with appropriate college contacts to create opportunities for both parties to enhance key deliverables from the college to its critical stakeholders.
  • Organize and lead community campaigns, and facilitate local leadership support, when necessary, in support of the college’s master and strategic plans.
  • Utilize contact management systems and other reporting platforms to regularly communicate to leadership on initiatives.
  • Represent the college with high standards of professionalism and integrity in all respects, and perform all duties in accordance with college policies, procedures, and core values.

 

  • Establish and implement short- and long-range strategy for the governmental affairs function, focusing on institutional priorities as well as emerging public policy issues.
  • Plan, develop, implement, administer, and evaluate programs, activities, and daily operations related to the governmental affairs function.
  • Manage and maintain critical external relationships.
  • Serve as the representative of the president where assigned.
  • Coordinate and facilitate legislative requests, freedom of information act requests, and other information requests.
  • Actively study and monitor draft legislation that has the potential to impact college operations or policy and provide frequent updates to the cabinet before, during, and after legislative sessions.
  • Participate in governmental relations programs with higher education associations.
  • Monitor local government activities, including city and county commissioner meetings, resolutions, and agendas, and assess the impact on the college community of any local government proposals.
  • Develop a robust business and community relations strategy to strengthen and maintain positive relations in the colleges service area.
  • May chair collegewide committees.
  • Represent the college with high standards of professionalism and integrity in all respects, and perform all duties in accordance with college policies, procedures, and core values.
  • Other duties as assigned by appropriate supervisory personnel.

  • Controls expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions.
  • Ensure quality and customer service standards are adhered to as a department.
  • Contributes to team effort by accomplishing related results as needed.
  • Setting goals for performance and deadlines in ways that comply with the college’s plans and vision
  • Organizing workflow and ensuring that employees understand their duties or delegated tasks
