Trinity Valley Community College (TVCC) offers associate degrees and certificates in several areas and serves as a regional leader in workforce training, university transfer, and adult access programs.
 
TVCC's service area comprises five east Texas counties of Anderson, Henderson, Kaufman, Van Zandt, and Rains. The school districts in the TVCC tax-paying district include: Athens, Brownsboro, Chandler, Crandall, Cross Roads, Eustace, Frankston, Kaufman, Kemp, LaPoynor, Mabank, Malakoff, Murchison, Scurry-Rosser, Terrell, and Trinidad. Palestine ISO is in a maintenance tax district.
 
Tax-Paying residents pay $36 per semester hour tuition and the General Fee is $46 per semester hour. Branch Campus Tax-Paying residents, which includes the Palestine ISO, pay $36 per semester hour tuition, a General Fee of $46, and an Out-of-District Fee of $19 per semester hour. Out of Tax-Paying District residents pay $36 per semester hour tuition, a General Fee of $46 per semester hour, and Out-of-District Fee of $73 per semester hour. Non-resident tuition residents pay $130 per semester hour, a General Fee of $46 per semester hour.

Expansion of the Trinity Valley Community College District to include the Palestine Independent School District (Palestine ISO) will result in the following services, programs, and tax rate for Palestine lSD residents.
 
(1). Expansion of dual credit programs in high demand and high wage workforce programs for high school students through partnership with the Palestine ISO and Palestine community. New workforce programs could include heating ventilation and air conditioning technology, computer software programming, automotive technology, auto collision technology, pipeline welding, building construction technology, masonry, facilities maintenance and management, and others. Working with the Palestine community and Palestine ISO, an assessment will be conducted to
determine which workforce programs provide the greatest opportunities for students and economic growth and development in the region.
  
(2). Provide a dedicated workforce learning facility that provides the opportunity to expand workforce programs, course offerings, services and scheduling options that include courses offered in the day, evening and online.
 
(3). Expand programs such as English-as-a-Second Language (ESL), GED, and  Adult Basic  Education  to  better  prepare  students to  enter college academic and  workforce programs or into the workforce as a better educated employee.
 
(4). Provide customized training and grant opportunities to assist existing Palestine businesses and organizations in new and existing employee training.
 
(5). Eligibility for Palestine lSD residents to vote in elections of the TVCC
governing board of trustees.
 
(6). Expand the Small Business Development Office to provide partnership opportunities with the Palestine EDC and Chamber of Commerce to attract new businesses into the Palestine region.
 
(7). TVCC partners with the Texas Workforce Commission, Workforce Solutions East Texas, Chambers of Commerce, Economic Development Centers, and Small Business Development Center to bring enhanced opportunities for economic growth and development to the region. Working with these agencies, TVCC conduct assessments in the service area to determine customized training needs to assist businesses and organizations, and courses in personal and professional development.
 
(8). Palestine lSD residents currently pay a TVCC Maintenance District Tax Rate of  $0.0500 per $100 ($50 per $100,000) of assessed property valuation for tax year 2016. If Palestine lSD residents were currently in the TVCC  Regular  Tax  District,  they  would  pay  $0.13567  ($135.67  per
$100,000) for tax year 2016.  The TVCC Regular Tax District Rate is subject to change for tax year 2017.

 

(9). Lower the cost of attendance by eliminating the $19 per semester credit hour Branch Campus Out-Of-District fee which is a $285 savings for
15 semester credit hours each semester and a $1,140 savings for a 60 semester credit hour degree.
