TVCC's Quality Enhancement Plan (QEP) is called the Learning Initiative (LI), which is a Trinity Valley Community College project designed to increase students' reading comprehension through the enhancement of student engagement.

A Quality Enhancement Plan is a carefully designed, focused, forward-looking course of action that addresses issues resulting in enhanced student learning and a permanent change in the institution's culture (see QEP)

The plan has specific, well-defined goals related to identified issues leading to measurable, observable results. It must involve all aspects of the institution's community: faculty, staff, students, board members, administrators, and the larger community (see Executive Summary).
